D-04 — urgent approval after baseline

Requests already classified urgent require duty lead approval after the coordinator’s resolution check and before the coordinator closes. Duty lead is an explicit teaching-case role. No automatic or direct closure is permitted.

Keep the following open dependencies: the rule or evidence used to classify a request as urgent, and the exact format/content of the duty lead approval record. Do not infer either from the neutral SR-102 source row.

Use U102 as an explicitly constructed urgent fixture and N102 as an explicitly constructed non-urgent fixture. Qualify the baseline as R-01 v2 and add R-02 for the urgent approval condition. Preserve R-01 v1 in the workbook’s history.
