Open only after Exercise 1 and Exercise 2 are complete. This card supplies fictional teaching decisions for the baseline. It is not real policy authority.

D-01 — coordinator closure

Only the coordinator may close a request after checking that it has been resolved. Elapsed time alone must not close a request.

D-02 — state path

A caseworker may move a request from Open to Resolved when recording resolution. The coordinator may move a request from Resolved to Closed after checking resolution. No actor may move a request directly from Open to Closed.

D-03 — reminder questions remain open

Reminder recipients, frequency, and the definition of any day-based interval remain undecided. No compliance basis is supplied. Do not turn the draft request into a reminder requirement.

Save the resulting baseline as R-01 v1 before opening Decision Card B. Record the decisions and any open dependencies in the learner workbook.
